Background

The Citizens on Patrol Program (COPP) began in Manitoba in 1991.

  • The program was initially guided by local law enforcement and Manitoba Justice. From there, partnerships were formed with the local communities with a goal of making their communities safer.

  • They came together to provide community based groups province wide throughout the province with the opportunity to access Support Information training basic equipment networking opportunities.

  • Winnipeg Police Service, Brandon Police Service, Royal Canadian Mounted Police participate as active members on the program’s resource council to assist and guide the continuing success of the MB COPP
